A life insurance agent based in Coral Springs not only has had his license revoked, but also is facing criminal charges after investigators said they learned he didn’t take his own licensing exam.

Robinson Lopez Tiberio, 55, is charged with organized scheme to defraud, communications fraud $300 or more and false official statements. The Venezuela native was arrested March 3 and remains in custody in Miami-Dade County on an immigration detainer.

Lopez Tiberio is just one of many people accused of working with a particular company to cheat on their Florida General Lines (2-20) Licensing Examinations, which pertains to property, casualty, surety, marine and health insurance.

Investigators with the Florida Department of Financial Services received a report from the Agent and Agency Licensing department regarding a “widespread fraud” ring in 2024, according to an arrest affidavit.

Investigators said they learned a company called D&R Financial Services, owned by Rainier Miguel Salas, was fraudulently completing other people’s online insurance licensing coursework and taking their licensing exams.

Salas was arrested and pleaded guilty to organized scheme to defraud in April 2025, as investigators began looking for insurance agents who had used his cheating services.

One of them was reportedly Lopez Tiberio. In November 2023, an applicant listed as Lopez Tiberio was enrolled in the 200-hour General License (2-20) prelicensing course, but the credit card used to pay for the course was associated with Salas, investigators said.

After completing the prerequisite, Lopez Tiberio took the licensing exam at a Pearson VUE site in Virginia Gardens in Miami-Dade County on Dec. 6, 2023, according to the affidavit. He passed, and in January 2024, he received his general lines license for property and casualty insurance, records show.

But investigators said they later learned the IP address and machine identifier from that exam traced back to Salas’ test facility operation.

The test proctor also identified irregularities in Lopez Tiberio’s exam that indicated someone else was taking it for him remotely, according to the affidavit.

Investigators reported Lopez Tiberio completed his 200-hour course in an unusually short time, and the logs show the course was accessed with an IP address in Colombia.

Salas’ accused co-conspirator, Jaroslav Verner, cooperated with authorities and showed investigators an email that he had received a certificate of completion of the 200-hour course in the name of Lopez Tiberio, according to court documents.

Phone records show texts between Salas and Lopez Tiberio, as well as a Google Calendar event in Salas’ phone on Dec. 6, 2023, for Lopez Tiberios’ test, investigators said.

Lopez Tiberio’s most recent insurance license was revoked, in addition to his previously obtained licenses, records show. He was booked in the Turner Guilford Knight Correctional Center in Miami.
